In England the Tenant Fees Act bans charging tenants for referencing itself — an agent demanding a 'referencing fee' is breaking the rules, and 'guaranteed pass' services advertising online are at best pointless.
Newcomers without UK credit history should not panic at a 'failed' reference: the standard workarounds are a UK-based guarantor or paying more rent in advance, and letting agents deal with both weekly. Have documents ready — passport, visa or share code, proof of study or employment, bank statements — and send them only to the agency's verified email address, since deposit-stealing scams often begin with a fake 'referencing' request.
