What it really means
The unwritten rules vary by place: in London, chatting to strangers on the Tube is unusual and may get puzzled looks; in smaller towns and the North, friendly chat at bus stops and in shops is normal. Safe everywhere: short, light remarks about the situation (weather, delays, a cute dog). Read the response — a short answer means they'd rather not talk.
