A bloke is an ordinary man — neutral to warm, never insulting — and 'a good bloke' is one of the more solid endorsements British English offers: dependable, unpretentious, gets his round in. 'Some bloke at the bus stop' is simply 'a man I don't know'. The rough female counterparts vary by region ('lass' in the North, 'woman' elsewhere); there is no exact equivalent.
