What it really means
Yes — almost always. In the UK people form a line (a queue) for buses, tills, bars, toilets, everything. If you're not sure whether there's a queue, ask "Are you in the queue?" Joining at the back is expected; walking to the front is one of the fastest ways to annoy British people.
